Different trade-offs for different layers, lightning can afford to be more centralized than the base layer

i mean, if you want to get technical here, Lightning is centralized because the majority of the liquidity is housed on AWS and Google Cloud, but i don't think Lightning itself is centralized at all. there are too many players in the game.
