A npub does not need a kind: 0, so no.
But often it indicates it yes
all possible npubs may exist, but they are shroedinger's npubs until they publish an event, and the most usual is to publish a kind 0 but they could decline to do that, and just publish kind 1s instead only
no. you can create npub without publishing any event.
