I am guessing it is as simple as generating a receive invoice, but I haven't used Primal in a while.

I noticed withdrawals and sends are temporarily suspended on new fountain accounts. It can take a few weeks before you can send from your fountain wallet. It’s gay. And their GUI isn’t great.
