Lukedashjr has his own way of counting. IIRC the ~20k are just the ones on clearnet. Many others are obscured being Tor, firewalls, unopen ports, etc. https://luke.dashjr.org/programs/bitcoin/files/charts/historical.html

Wow, Jan 2018 there were over 200k nodes!?!

Now less than half that number!!

Part of the reason for this could be attributed to spammers filling the chain with garbage and Core devs not fixing the filters.
