If your i18n system fallbacks to a baseLocale, do you expect that it formats date's in that baseLocale or in the current locale?

E.g. current locale German:

Fallback to English with German date:

"Peter's birthday is on 29. März 1978"

or with English date:

"Peter's birthday is on Mar 29, 1978"
