Not sure tbh, but there are apparently severe penalties for using a VPN to access services from “foreign adversaries”.

That's fucked up. I looked up how Russia and China handle it and from what I can tell they just go after VPN hosts that bypass their censorship but leave the actual citizens alone. This bill sounds like it's way more tyrannical than what they do. About what I expect from the land of the free.
