I’m hearing that this would be a EU thing not just a France thing. I can tell you Spaniards do not have that type of accounts and they’re not used to this kind of thing (plus they’re really not big on war). This will be a scandal in Spain of huge proportions.

I can't find anything like that, except Russian sponsored news hence my wariness. If it wouldn't be opt-in, then that would be fucked. If it is opt-in, as in France, then stupid is as stupid does.
