I appreciate the meme but it seems a bit misleading. AFAIK, a request to delete is signed by the user's private key, so the user is still in control of their content.

relays are not required to honor the request, and notes can be broadcast beyond your connected networks if reposted

Sure, I wasn't disputing that.

I was just trying to point out the FBI can't issue a delete request for one of my posts (i.e. censorship) because they don't have my private key to sign the request (assuming the relays are checking signatures).
