Would you describe inscriptions as a "bug" introduced by taproot? I.e., could we have gotten taproot without inscriptions? Or is it conceptually impossible to have one without the other?

The issue is not taproot, it is 2017's "Segregated Witness".

It is conceptually impossible to avoid people from writing arbitrary data to the chain, ultimately, JPEGs can be encoded in apparently normal addresses

Whatever makes it possible to have bitcoin script also facilitates "inscriptions".

That Bitcoin transactions are unstoppable also means that there is unstoppable data.

Bitcoin is neutral, the space in the blockchain is a resource that is auctioned regardless of what's the purpose.
