Well if you make everything require an expensive piece of paper for the simplest of tasks & then require many for each job...

There is no real skills shortage, it's smoke & mirrors.

Internal protectionism is always damaging.

If you want the "skills shortage" to go away, disband the HR industry that didn't exist until the last few decades of last century...

Though now a massive "training" industry has built itself up alongside it, none of these will go willingly.

And didn't kick in hard until this century...
