芝加哥自己形容历任市长誓要“帮芝加哥所有外来人口免受联邦特工的干扰”（vowing to shield all immigrants in Chicago from federal agents）。够“阻扰”没有？

芝加哥政府长官Nubia Willman 的公开发言原话是“对抗联邦政府、移民局”（against the federal government, against ICE）。够“阻扰”没有？

早在1985年，芝加哥市长就发出《市长行政令》，禁止芝加哥城雇员执行联邦移民法令（prohibiting city employees from enforcing federal immigration laws）。白纸黑字的《Mayor Executive Order》，够“阻扰”没有？

2013年，三藩市《庇护条例》立法，禁止市政府雇员为国家移民局提供非法移民信息。譬如说非法移民犯本地罪、在本地监狱服刑，而国家移民局要知道释放日期时间好来马上抓人，你一出监狱我就抓你驱逐离境，除非存在其他必须遵守的法律规定，否则，市政府雇员不能提供，而如果市政府官员提供，是犯法的！白纸黑字的《Sanctuary Ordinance》，够“阻扰”没有？

也就3个月前（2024.2.28的Foxnews）：

白宫发言人在恳求庇护城政府配合移民局、交出非法移民罪犯（to cooperate with ICE in turning over criminal illegal immigrants for deportation），发言里特别提到庇护城常常在移民局请求下仍然坚持释放非法移民（illegal immigrants who had previously been released by local law enforcement despite pleas from ICE）。

也就2个月前的（2024.3.29的ABC新闻）：

移民局代行长官Patrick Lechleitner 抱怨庇护城执法部门释放非法移民，发言里他直言一些地方政府法律禁止本地执法部门配合移民局执法（laws that affect the ability for state and local law enforcement to cooperate with ICE），并坦言有些地方政府对移民局并不友好（a little less ICE friendly）。
