I think puns are very common in English (especially in British English and there are UK comedy shows focusing on puns and wordplay )

In my native language Tamil, there's a form of poetry itself called siledai (சிலேடை) that uses same words to talk about 2 topics. But in everyday use, other than few people word play is not common

That's true.

Word play in Japanese probably began to be used spontaneously around the time that hiragana was used to express things, and was mainly used by aristocrats and other upper classes, and it took several hundred years for it to spread to the general public.

I think that basic education and the versatility of language probably determine whether a language is easy to create jokes and word play in or not.
