My personal policy:

I will not report an account on Nostr. I honestly don’t even know who I would be reporting to and that seems contrary to the whole point of this protocol.

I will mute the 💩 out of accounts though. You keep saying whatever you want to say. Preserving the ability to express yourself however you desire doesn’t mean I need to partake.

Reports don't mean much. It's up to clients do so something with them. For example, Amethyst uses them for WoT auto-blocking. So, if you report spammers and scammers, it helps your followers and follows, people in your WoT, auto-block them for a better experience.

Thanks for the explanation. Is there a way to distinguish the reason for the report? Can the clients distinguish spammer/scammer from an account that was reported for being offensive?
