The various policing authorities run the organize stalking and harassment efforts.
In apartments at least one of your apartment neighbors will be co-opted by said authorities, or moved into an apartment joining one of your walls and one of these Range-R devices will be given to them. They can use this for organized noise harassment, and timed entry/exit. Also when you leave your apartment they can notify the local police that have ISMI catchers:
Stingray devices replaced by newer Hailstorm and Crossbow devices.
and then the local police can send their plain clothing citizens working with them to follow you and harass you .
