Me: I lost my keys.

Govt: Ok, no problem but if those UTXOS ever move I'll hunt you down.

Me: uh oh, I can't spend my coins.

Govt: hey these are your UTXOS, I need your keys.

Me: No, those are not mine. I don’t have any private key that owns those UTXOs.

Govt: Uh.. Well shiet.

They came to you in the first place because they know you own utxos because you moved from a KYC exchange. Why would they knock on your door if they didn't know it in the first place.

They could try to make you say that you own them😅 But yeah, it’s not this black and white. Depends on how you handled your UTXO privacy.
