Different interpretation: There may be as many as ~1900 fediverse admins that are hostile to free expression and free association by denying their users the ability to communicate with those that use the defederated servers, completely at odds with the foundational principles of fediverse. Though in many cases these are single user instances, instances with very few active users or instances with the same hypocritical admin.
Not that those people care about principles...
