I accecpt the idea that we can control the weather, to an unknown degree. For several years I have been wondering if weather manipulation is being used as a weapon, or is this the result of Solar output cycles, orbital changes, unknown factors, or all of the above. Humans have an impact on the weather, the question is how large an impact?
