Unfortunately I have no idea on how to build an audience, bht what I can say is that I end up listening to same podcasts. Time is scarce and you end up with the ones you know you like. It is not often I give someone else a shot. Might be the case your target audience is just sticking with their default. You gotta find a way to break that.
Very similar to my behaviour. It’s why I think content creation over a long time horizon is so key.
