There are but they never attain positions of power.

Typically people who skew more towards psychopathic tendencies get into positions of power. Not really sure what to do about it.

The ancient form of "democracy" kept money away from political positions because they knew that corruption soon followed. I think something like that would definitely help.

People who can't tip the scales financially wouldn't have the same motivations. I believe they were also only able to hold position for a limited time. Probably half a dozen other culturally instantiated rules as well that might help us get things back on track a bit.
