If IQ has a genetic component then burning knowledge slows the proliferation of genes that would boost IQ in the general population by preventing an environment where higher IQ is desirable. The incentive model is different pre and post knowledge burning periods.
At its core IQ is the ability to solve a problem, how fast and efficiently you do it based on your knowledge base.
