Don't you think we need a way to negotiate invoices at the Lightning protocol level? I'm not familiar enough with how Tor works to see how it's a reimplementation of it, can you elaborate?

No, a nostr native successor to LNURL is the correct way because the real need is to bridge lightning to the web.
Tor adds fragility and slowness by onion routing, and makes it harder to reach the web.
