I disagree. There are more options than just "comply or die". Companies (like individuals) can also relocate to friendlier jurisdictions, as we're beginning to see Bitcoin companies do.

Game of cat and mouse at that point. The most powerful States penetrate most of the planet, hence near global compliance with US AML/CTF rules.

Another way to look at it is observe what happened during Covid. For example, there were some jurisdications that allowed you to enter without a "vaccine", but not many. Most forced companies to require staff to be "vaccinated".
