Is there a way to tell of the total number of Nostr users, who logs in by % and then who’s active and posting by %?

No way to know who's just viewing but it's possible to track most active npubs or things like that.

Well when you say log in, there's no logging in happening. If somebody is just viewing their feed then they're just fetching data from relays. The relays only see IP addresses and serve requests from them. So until somebody creates an event by posting or liking/zapping something you don't see what they're up to. You can track events.
Not sure but if everyone user runs a client it must be possible to query the client or monitor its status?
