Is there anything preventing them from moving their coin to a new address and trying again, thereby avoiding the ban? Or does the blacklist automatically follow them?

Its easy to avoid the ban
Children are banned too, cousins can be banned too.
Fine tuning this banning system is difficult, but it is certainly working.
As long as the attacker has to do an onchain transaction, he is occurring a cost, which is the only defense any system has.
And that cost is pretty high while the BRC madness happens, so that's nice.
