Best client to create & manage NIP-51 lists?

I've created a list of accounts connected to the DACH area. Later I found out that everybody on that list got notified within Amethyst's notifications tab, could scroll though it and add others with just one click.

listr.lol is good but for creating a list of profiles nostr.band is even easier to use because you can find and search for people and add them to multiple lists.
What are these lists you speak of?
