Are you giving it gas. So if you give it gas and the RPM gauge isn't moving, it could be the whole cluster, or it could be just that 1 gauge.

Yes, was giving it gas and still stayed at zero

Check of the car has a relay fpr this function and if it does you can change the relay yourself. If not it might be the whole cluster

Obviously the engine is running backwards and the rpm guage cant measure backwards.
