US Army here, back in the day I assumed all Colonels and above were competent because otherwise how could incompetence be promoted if 20% of officers are culled as they progress through each rank. Then I made it to staff, I greatly underestimated the size of the incompetent Lieutenant pool, or the negative effects of institutionalization and self-interest.
