It’s a theory based off of the Monroe Doctrine, Venezuela’s oil reserves, and maritime access points. He wants it and is willing to take it by force. Showing others they could be next if they don’t comply is the scare tactic.

The Monroe Doctrine establishes authority of DC over all of Latin America?

Was that a voluntary agreement?

Think more Western Hemisphere, less Latin America. Invoking it tells China, Russia, and Iran to stay out. My guess is this move is big picture and does not consider the innocent bystanders.
