Even though sats are supposed to be the smallest unit of bitcoin, is it possible they could be further subdivided on upper layers (with settlement of course only being possible in whole numbers of sats)?

Lightning protocol already uses millisat as the native unit (1000 msat=1sat)

We will eventually use this since most people in future will not be able to afford on-chain btc

Can you actually send fractional sats over lightning? I know you can collect fractional sat routing fees, but that's all I've ever seen.
