I don't think people realize enough that this is how Bitcoin may die. Not one sweeping action, but millions of little papercut laws that make it worthless to hold.

If the Bitcoin P2P economy doesn't take hold soon, the only on and offramps will be exchanges controlled and surveilled by big gov.
