“Spam email” follows the rules of the following protocols:
SMTP, POP, or IMAP
You accept it as a valid “receive” email because it follows the protocol rules, but it’s still “spam.”
Most email providers remove 95% of your email before it even reaches your account, because it is obvious spam.

That's a subjective, centralized filter.
