We take both. If lists include hashtags and the user selects that list to filter the feed, it will include the hashtag in the filter. So, one can do a list with all hashtags, or a group of hashtags, combined or not with other things like people, communities and public chats.

If the contact list includes a community kind `a` tag or a chat creation `e` tag, it will also include those in the feed.

The only issue is that some clients erase non `p` tags from the contact list when updating it. We should probably have a NIP for this.
