I agree with your general statement. However do not discount the role that personal and informal networks of elites play in aligning their interests and their actions.

Some are blatant, like the WEF's meetings at Davos and the likes, but the most important ones are not in the open. They are not even "organized" or institutional in nature.

A bunch of ultra rich dudes getting together for a few days on someone's megayacht in the Maldives and casually discussing "desirable regulation", then going back home to lobby their regulators; weekly "casual" UFC match nights at somebody's mansion where "economic outlook" is in the menu; etc etc.

That's 100% true. In small (and not-so-elite) ways I've seen exactly what you're describing. This is just how humans operate.

The problem only arises when you have elites that have such power, wealth, and influence that their reach is truly global in scale. This is one of many reasons that we need to shift power back towards state & local governments. Scope of influence and power usually runs inverse to the level of accountability, which is incredibly dangerous and damaging.

Exactly! 100% in agreement. But not just state and local. We have to make all non-voluntary institutions devoid of actual power to influence an individual's daily life and voluntary interactions significantly.
