The actually definition of "Queer" is an identity without an essence that is queer by because it stands in opposition to normallcy.

So basically it's whatever they want at any given moment, as long as it's not considered normal.

If it becomes normalized and everyone starts considering it normal it can no longer be something they get to identify as.
