Is muting people per client only? Seems those I muted, show up on different clients.

Yeah mute or block are client side filters.

I think Amethyst moved to a new system an update or two ago that lets it work with Plebstr's mutes. You have to re-block everyone to use it though. It creates a new 'mute' list that lets you view all your blocked people.
