How do I send to another wallet because there is no send or receive buttons

You need to install AlbyGo. It's a full NWC lightning wallet that's independent of nostr. Touch the Copy button on lnwallet.app then paste the connection string into AlbyGo and you'll now have a fully functioning lightning wallet that you can use anywhere.

I have 11 SATs in lnwallet but it keeps saying I have insufficient funds to transfer to Minibits

It'll cost a couple of sats in fees. Try sending 8 sats. You'll always need to leave a couple of sats in the wallet for fees.
