As the world becomes more populated, and as our leaders become more evil, I would have expected more assassinations. But we have less. So clearly I have no idea how humans work.

Agree, I think there's a lot of LIHOP, and quite a bit of MIHOP.

But our data set is surely incomplete.

There may be many plots to kill decision makers where the plotters never get the right opportunity. And other plots are thwarted but reporting on them wouldn't suit the narrative, so the perpetrators just end in shallow graves in the desert etc.
