HAIL GAMER! If you are in desperate need of more frames or graphical fidelity, this might be REALLY handy. It's called Lossless Scaling and it's available on Steam, and now available as a plugin for the Decky addon for the SteamDeck. This thing uses some kind of voodoo to make your AMD GPU on the SteamDeck work with DLSS (nvidia techs?). It seems to do a fuckton more too so I highly recommend looking into at least if you're not running a beast rig from the year 2077.

(ripped guide from reddit while fixing some typos and adding the first things first section)
for those with a SteamDeck trying to push the FPS in their games beyond the norm... I bring the whispered name of "Lossless Scaling" to you...
So first off... I made sure the game was installed to the primary HDD, not the SD card. Then like in the video I went to https://decky.xyz and downloaded the base decky before going to https://github.com/xXJSONDeruloXx/decky-lsfg-vk/releases/tag/v0.12.1 and grabbing the latest release and installing that through decky on the steamdeck w/ developer mode turned on. Important, never install any of the components on a SD card. Also if it doesn't seem to be working, try to uninstall the Decky Plugin, the LSFG-VK and install.
Lossless Scaling is a Vulkan layer which looks for a DirectX output. If the game is set to use Vulkan, Lossless Scaling should not work.

Usually with this you get less latency but I don't remember if it works with ARC Raiders:
Enabled WSI. If it doesn't start, turn this off.
Steam performance tab:
disable frame limiter
allow tearing
manually set the GPU. With manual GPU turned off, check the games GPU highest value then start from there. Usually something between 1000 and 1600. With it set, for example 1000 MHz, check the graph frame time and try to get a flatline or less bumps possible, on both graphs. If you don't know how, just put it at 1600 mhz (more heat) or leave it on Auto. (set mine to 1600mhz)
In game:
turn off motion blur
turn off vsync
unlimited fps or above 60 fps
