Depends on what the ISP has configured for their netblock or if the user is using a VPN or not. Best case scenario is their city/town. The user can most likely just bounce their modem and get a new IP though. Most users don't have static IPs from their ISP.

The new IP would still have the same city location but the user could get some privacy back temporarily.

The IP address my ISP gives sometimes points to my exact city and sometimes to cities over 50 miles away.
