Talking fast like that is called "spreading" and it's abusing a quirk of the debate rules - a point that someone doesn't respond to is considered to be conceded. So if they can pack in so many arguments that the opposition can't respond to them all, there's a good chance they win by default.

The bigger problem is "critique" or "K" in which one side argues that the other should lose not because they've made a less convincing argument, but because they have somehow done or said something taboo (eg by discussing the assigned topic at all).
