The tech for this already exists... dispute resolution mechanism used by Bisq could be repurposed for this.

2 of 3 multisig does not remove counterparty risk.

Bisq uses 2-of-2 multisig between buyer and seller. With PSBT that can be broadcast by the DAO.

Still some TTP, but quite trust minimised.
