Yes, those are implementations of HTTP, but those aren't changes to the underlying protocol.

Nostr developers have to develop implementations for a constantly-evolving protocol. That is more difficult. Lots of maintenance.

Admittedly not quite as difficult as looking after a browser, but with this stuff there’s a lot of POC building alongside the specs themselves

The POCs are part of the protocol. You have to watch the "official spec" and the implementations.
