It's hard to tell from that pic, but it's likely an oak gall. Oak galls are an abnormal growth that occurs on oak trees in response to certain chemicals injected into their twigs by gall wasps. Squirrels eat the soft tissue of Oak galls regularly. Weird stuff, right?
