if I open an issue on a project, then that issue gets resolved, is it proper for me as an outsider to the project to close the issue?

or

best to just report that it is resolved and allow the maintainer to close it?

I'm thinking the latter, but curious as to your thoughts.

Probably depends on the maintainer and how sure you are that it's really this issue that is fixed and not a similar one.
