Can we have a way to punish this bad guy? How about relay can talk with other relay？eg, relay a said to relay b: "This guy is bad man，let's banned it together". the relay b check it's blocked list, said "yes， this guy is bad, banned！"

It create attack vector for gov for censorship. Any relay can be ordered by gov censor u user, but with you sugestion there is posibility propagation of this censorship to other relays automaticaly instead of gov ordering relays one by one…
Maybe we can have some shared blacklists shared with friends?
Relays shouldn't share same black list, this will break decentralization. what I meant is relays should have regular communications. relays know other relays have taken some actions， they can choose to take same actions or not. the decision making depends by relays themselves. delay can make quick and right decisions by its data and not affect by government or other relay which has infected by virus.
My friends, colleagues & I just discussed this over the phone.
If Nostr can do this, it would be less seedy & shady.
