So, where is the best place to track and prove these problems on a high-level? Is there a nostr-scoped issue tracker? Should I create one?

All on GitHub. If it's a relay or client specific issue, submit an issue. You. An also visit the GitHub for the protocol and join discussions on NIPs or submit your own.
