Does creating criminals mean giving a criminal record to ordinary peaceful people, or causing ordinary peaceful people to turn to a life of real crime?

No just making peaceful people out to be something they’re not by treating them like an actual criminal. Not actually creating criminals in a literally sense. Though I’m sure that happens. If it weren’t for my family I’d probably be homeless because of the police which I’d be forced into crime.
