Yeah with Bing you can only do a single prompt, but you're still getting the image generation ability of DALLE-3.

If you use ChatGPT-4 it's conversational so you can guide it and it will prompt DALLE-3 to update whatever image prompt you're trying to get. Sometimes it's very useful and other times it's like herding cats or giving instructions to a toddler.

It's a little spendy to get access to GPT-4 and after about 30 prompts you'll get rate limited and locked out of it for a couple hours, which is frustrating. $20 a month is $240 a year and for that price I feel like I should get unlimited prompts.
