So CSAM gets to stay on the relays forever then? relays should not be abused, they are the backbone of Nostr

I solved this problem with Web of Trust, Regex Filters, and some other things. No more spam or CSAM. We have the tools now.

There are. On the relay side i wrote noteguard for content filtering:

But relays that censor things aren’t effective on nostr by design, so you need support on the client side for detecting this stuff *at the moment* a user is about to view it. I think it can be done and it’s something we’re gonna do in damus ios/android/notedeck.
