Half the accounts in the follow packs are people that stopped using nostr or lost their key.

Checking replies of people you already follow, plus looking through the global feed or hashtags is the best way to find new people.

Follow packs or client based discovery is only good right at the beginning.

I'm sure that stuff will improve over time though.
